I don’t think regulation requires that the device you use to meet IFR requirements is actually certified, it just needs to meet the same requirement, such as a TSO, for example, and operator would need to be able to articulate this if ever FAA wanted to make a point of it. For example, say you use a Garmin G5 experimental version to meet IFR requirements, you could likely make the case that it meets the same TSO as certified version, although Garmin won’t likely give you any such documentation.
